From South El Monte , NGC1528 is visible in the evening sky, becoming accessible around 17:54 (PST), 46° above your north-eastern horizon, as dusk fades to darkness. It will then reach its highest point in the sky at 21:35, 72° above your northern horizon. It will continue to be observable until around 04:03, when it sinks below 21° above your north-western horizon.
