From South El Monte , NGC6245 is visible all night because it is circumpolar. It will be highest in the sky at 04:54, 53° above your northern horizon. At dusk, it will become visible at around 20:13 (PDT), 20° above your northern horizon. It will be lost to dawn twilight at around 05:35, 52° above your northern horizon.
