From Cambridge , Shakhbazian 98 is visible all night. It will become visible at around 20:16 (EDT), 76° above your north-eastern horizon, as dusk fades to darkness. It will then reach its highest point in the sky at 20:58, 78° above your northern horizon. It will continue to be observable until around 04:27, when it sinks below 21° above your north-western horizon.
